That is a Pokeball. It is used to capture wild Pokemon. I assure you, it is a humane method, though it may not look it at first.

They are at times dangerous to travelers, and so possessing Pokemon of your own is the best defense! If you are unable to escape using methods such as the smoke bomb, a trusted partner who can defend you is essential!

Have you thought of maybe just using a translator with these Pokey Men? Might make 'em less pokey. Unless you like it that way.
